When an order comes in and you fulfill from more than one location, the routing strategy decides which location the order is assigned to. Pick the strategy in Settings → Fulfillment; it applies to new orders from that point on.
The available strategies are listed on the page with a description of how each selects a location — by your location priority order, or by inventory availability. Location priority itself is managed where your locations are configured.
