Open Settings > Compliance in Store Admin or the mobile app. You need permission to manage compliance settings to change the banner.
Why can't I enable the banner?
Both the privacy and cookie policies must be published and contain readable content. Their status is shown here; creating or editing them requires permission to manage pages.
Does the banner apply to every storefront?
Yes. The setting applies across the store's storefronts. You can show it to all visitors or to visitors in selected countries.
