Targeting decides what a discount applies to. Customer eligibility decides who can use it. Usage limits decide how often it can be used.

Targeting
Under Applies To, choose Entire order, Specific products or variants, Specific collections or Specific categories. A whole product includes all its current and future variants; choose exact variants to target only those. Turn on Exclude sale items to leave out products already on sale.
For percentage, fixed amount and free gift discounts, minimums count only the items the discount targets, and a free gift never counts toward its own minimums. Minimum Quantity is the total number of those items, not the number of different products: three of the same T-shirt count as 3.
For Buy X Get Y and bundle discounts, Minimum Subtotal counts every eligible item in the cart, not just the Buy, Get or bundle items.
Customer eligibility
Choose Everyone, Specific customers or Specific customer groups. Specific customers and groups apply only when the shopper is signed in to their customer account.
Turn on First order only to limit the discount to a shopper's first order. Earlier paid, cash-on-delivery or refunded orders from the same account or email address disqualify the shopper. Test orders, cancelled orders and checkouts that were never paid don't count. Guests are recognised by their email address.
Usage limits
Total Usage Limit caps uses across all customers. Per Customer Limit caps uses by one customer, matched by account or email address. A use is held when the order is placed and counts while payment is pending. It is given back if the checkout expires unpaid or the order is cancelled.
The discount shows its uses, for example 37 of 100 used · 3 held by unpaid checkouts. The 37 includes the 3 held uses. Rarely, a payment that arrives after its checkout expired still counts, which can take a discount over its limit.
Turn on Give the use back on a full refund to make the use available again shortly after an order is fully refunded. It is off by default. A gift that is offered but never added to the cart doesn't use the discount.
